Taking a Closer Look at the Reduction in Entry Rates for Children in Sacramento County with an Emphasis on African American Children
Relatively few studies have documented how major public child welfare agencies have used multiple strategies to reduce the use of foster care placements, especially initiatives focused on children of color. The Sacramento County Child Welfare agency was concerned about foster care placement rates for African American children, so it implemented a series of carefully developed strategies over multiple years. Between 2006 and 2010, the rate of African American children entering foster care in Sacramento County decreased by 53 percent.
